This color palette is in hue / saturation / luminosity mode.
It's most likely the fastest mode to find any color.
Although there are 3 steps involved, you will need only 2 clicks to find the color :

The first click, in the main color wheel, sets the hue horizontally (that is, more red, green, or blue), and the saturation vertically (that is, more or less vivid) |

The second click, in the slider on the right, sets the luminosty (that is, of course, darker or lighter) |
